[TYPO3-ect] Remove obsolete extensions from TER

I only agree to remove those obsolete extensions which are older than 5 
years or which do have <300 downloads in 1 year.

IMHO also all extensions which did not have any newer upload since 5 
years should be marked as obsolete now and reuploaded to TER. Then they 
could be removed after 1 more year if the download rate will be < 300.

However it should still remain possible to download those removed 
extensions from somewhere.
