oh no - please no private data in em_conf.
If email change, typo3.org team knows because of account data.

But it's right - ECT-Team should be set in CC, author can ask for 
verifying email address if no answer after 1 month or 2 mails.

Developer should take care of availibility, otherwise he looses his claim.
