Well, we actually do work on several milestones in parallel because a  
strict order doesn't always make sense. I plan to start the planning  
of the 4.x plugin soon (march).

And yes, you are gladly invited to help! I could imagine that a small  
team (about 3 developers) who know TYPO3 v4 very well work on the  
plugin and 2-3 developers who know FLOW3 very well help out with any  
information needed.
