[TYPO3-ect] Which lib-Version to use?

Hi Elmar and list,

a couple of weeks ago I started with a small extension using lib 0.25
from svn, which will not be published in TER. I did this because I
expected a 0.26 some when in the TER. 

Is my expectation right or should I switch back to 0.24? What do you
recommend? The reason of my question is that I would like to have only
dependencies in this ext, that can be resolved in the TER.
