[TYPO3-ect] "package extension"

"lib" was only a placeholder in my description.
Call this extension as you like.

But whats this for?
An ext can depend on several other exts itself. So why should i depend my 
ext on an ext of that i have no control about? What happens if someday the 
dependency of "lib_package" on xajax changes to superajaxtoolkit2? Every new 
installation if my ext that depends on "lib_package" will not work anymore.

But what if Developer A depends his ext on "ect" because at the time
of release of his ext, "ect" had the correct depedencies itself? And
later Elmar adds other stuff? The same as in my notice happens.
