[TYPO3-ect] PEAR extension praxis test

Hi,

I now test the pear extension on localhost. It doesn't work directly. When I
click the go pear button a get the very same page as response again.

Debugging for the reason I first find out some problems with the
function "external_downloadInstaller" in mod1/index.php. It returns OK,
even in cases of non success. It doesn't check if the go-pear file has been
downloaded, neither for the "wget" nor for "fopen" methods.

Trying wget manually the next problem is, that the address go-pear.org is
not reachable at all. Digging a little further it seems, that all the
nameservers for this address are not reachable, at least not from my
network. I hope that this is a temporary problem, but it reveals a heavy
weakness of the pear loader system. There should be fallback for the
go-pear file as a lot of other thingis depend on it.
