No, it isn't. I have practically stopped developing tx_partner because
of the Party Information Framework.

The Party Information Framework so far is nothing more than a concept
and a little bit of early code. I was looking for helping hands for a
long time, but it didn't work out. Finally, the Web Empowered Church has
agreed to take over the project, but it's still in an inception phase.
