[TYPO3-ect] Proposal: TER should check Typo3 version requirements

Hi Elmar,

shure - a link from TER to wiki is needed also. What I made is the
wiki-part of it. It's automated enough, so that it's simple.

Also here the captcha-feature is in need, because when thousands of
links go from typo3.org to wiki-pages (all in the form "Extensionname"
with first letter big), the captcha must work perfectly.

OK, one more thing what tells me the captcha is a VIP ;-)
