[TYPO3-ect] Proposal: TER should check Typo3 version requirements

Most developers will not know this, because they typically develop
in one environment only. It is not likely that any developer will do
bigger test rows to find out under wich conditions the extension will run
and wich not. 

Here user experencies would help much more. We need links from the
extensions and/or typo3.org directly to a wiki page for each extension, so
that users can write down such experiences.

Then the developers can put this experiences into the constraints like
Daniel has written.
