[TYPO3-ect] tx_pear and windows

I don't know how WIN handles it originally. But there are these GNU 
Utils for Win [1].

Maybe they could be included!? At least the necessary commands. They 
provide a wget for example [2].

For mv you could use the native move command of WIN.

I don't know how much hassle it is to include the wget and its necessary 
libs. Maybe it is too much!?
