[TYPO3-ect] Can we use GPLv3 for extensions

Hello Elmar,

I made my mind about that some days ago. At the date when v3 came out
TYPO3 had the licence "v2 or later". Because of that everything is v3,
when an extension is licenced under v3.

The cool advantage: Now it's no problem to use Apache-licenced components!!
