[TYPO3-ect] Homepage on typo3.org

Hello Elmar,

I like to help with sychronizing between the ECT-pages in the wiki and
the new ECT-pages on typo3.org, because there's much content in the
ECT-part of the wiki -- but I can't be the second person, because I'm a
toolmaker not a content-writer.

I think the ECT-wiki-pages can still serve as place to _develop_ new
content by the team, to _choose_ which is ready for putting on typo3.org
, after this someone can take the finished content and put it on
typo3.org using TYPO3.

In the moment just a whole PAGE can be "draft" or "finished" that's not
good enough in my eyes -- to help with sychronizing it's better when a
section of a page can have a state like "draft", "finished", "needs review".

I'd like to be third person who supports the two ;-)
