yes. that's also an easy way. When the flag is not set, the module is
not seeable in the BE. When the admin has installed an extension, that
needs a PEAR-package the module should get visable.

in emconf it's a problem to define the dependency for the moment. Because
'PEAR::HTML_QuickForm' => '3.2.7'
cannot be parsed. But the em could call the public function of bypear,
when the prefix 'PEAR:' is there.

It seems, that it's very easy to make this done :-)
