[TYPO3-ect] lib/div do not respect user_

Hi there!

Currently i try to develope my first ext in lib/div with a choosen ext_key
of user_cal_dispo. But there is the problem, that all functions for handling
ext keys only support tx_ as begin for a key.
That should be fixed, as user_ is a valid begin for extensions keys for
extensions that should not be published in TER.
