Perhaps it is possible to define categories as a kind of service. The admin 
can then configure for each plugin (maybe he can set a global default) 
which serice (ie which category implementation) to use.

I don't like page trees, but some like them. So everybody can have it his 
way but the extensions still have only one API to use.
