[TYPO3-ect] Global categories startup

Hi folks,

I just want to drop in a short notice, that I am starting with globals
categories now, although it is not my intention to do all ECT stuff
alone. The reason is simple. I got a an order end of last week, that
requires global categories, so I have got the funding necessary funding
to work on this.

More upon this during the next days.
