Ok,
I find it a good idea, too. But first of all we have to share a common uml-tool. So that we can easily interchange class- and sequence-diagrams and so on.
I've played a lot in the past with argoUML [1], it's OS and have the possibility to create php4 and php5 code out of the class model.
Some times ago I also patched the php5-code generation so that it build up the whole stuff for Typo3 (directories, copyright, standard includes, and so on)
Any other proposal?

Joerg
