[TYPO3-ect] Team structure of ECT

Hello typonics,
it's time to do our next steps in Kaspers big plan to organize the TYPO3
community in a way, that more people can actively contribute. In this plan
the Extension Coordination Team will be an official subnode of the R&D
commitee. ECT will be fitted out with the necessary authority to make
decisions upon the field of extension coordiantion.
This is the current plan to structure ECT. Please add your comments. The
plan will be submitted to R&D after a phase of discussion and necessary
modifications.
* typo3.teams.extension-coordination and wiki
Newsgroup and wiki pages of ECT are accessible for everybody. They are the
doorways to become active within ECT.
* Passive members
This are members who have registerd themself as members of ECT in the wiki
without having taken up an active role so far.
* Active members
Active members are those members, who have taken up a responsibility within
ECT. This can be a defined task or the leadership of an own team or
project. It is the responsibility of the board to coordinate the active
members. Tasks and leadership can be assigned to other people by decision
of the board if a member becomes inactive for a longer period or for other
reasons.
* Teams within ECT (subnodes)
Teams consist of a group of people that have the authority to take
decisions upon a defined field. Often a team is arranged around one
project. Each team has at least one responsible leader. The leader can
setup a board for bigger teams.
* Relations between teams and projects
The relation between teams and projects is a mm relation. A team can be
responsible for several projects, while a project can be a cooperation of
several teams.
* The board
It will consist of 3 people in the beginning including myself. Maximal size
of the board will be 5 people.
