[TYPO3-ect] Lauching the "Partner Framework" project

I think this is the best way to go - make a good specification!

And in the Partner Framework project I think we are on the right 
track! I´m no database model expert, but it looks to me like we 
have quite a good specification already!

Maybe we also should have a more detailed roadmap before we 
really start?
