[TYPO3-ect] Lauching the "Partner Framework" project

I think you can either loathe the commercial interests in TYPO3 or  
try to work with them. I would do the latter. So I recognize the  
mechanism Elmar describes but think we should use it to get things  
done - while still inspiring people to share from a good heart.

Yes, the core gets slimmer. Ideally (and maybe how 5.0 will be  
architected!?) everything is an extension. My point with TV and DAM  
is that they are "core extensions" in the sense that they are  
recognized and on the official roadmap, yet they are actually NOT in  
the core. So: What we need is a "Recommended by TYPO3 Association"  
seal which can serve the purpose as a recogniztion worth striving for.

Anyways, I still think ECT - if carrying on like doing now - will  
have great influence on which development work will gain this  
recognition.
