It's because they don't want to sponsor any xy bug or any xy extension. They
want to sponsor "new features in the core". And certainly they want to define
what should be implemented.
A developer may answer that the proposals make a very usefull extension that may
have the potential to become a core extension. But that is obviously a wrong
term. It guess it doesn't sound so important enough have contributed an
extension from the marketing point of view. The term must be "core". Then you
can advertise with it.
Well this is my personal impression from different discussions and reactions of
people. Other people may have made completly other experiences. But Kasper asked
for opinions.
It is a field the association needs to think about. Professional sponsors need a
professional contact point that can understand their expectations. They need to
offer solutions that work for the sponsors like garantees, certificates, etc.
