That is an interesting point. Indeed there are characters like Leonardo da Vinci
that are full of valuable ideas. They like thinking about a problem until they
find and demonstarte a solution.
The concept is their delight itself. The implementation is secondary. On the
other side are other people that ask, "Give me something to do. What is needed?".
Repository of concepts
If you are right in this point, then we need to ask for a place for concepts?
Where would they be presented? How can they be discussed and commented?

There are hundreds of little companies that live by setting up TYPO3
installations. In every bigger project there comes at least one situation, where
a new development would be sponsored because it is of importance for that
project. Often a solution is done for that situation in special. How could it be
better organized that all these impulses get back into the common sources?
The myth of the core and undervaluation of the concept or TER
css_styled_content, dam, tv and others have been available as extensions long
before they were accepted to belong to the core extensions. Two times in this
week companies told me, that they would contribute, if they had garantees that
their contribution would go to the core directly. It is pure MARKETING if a
company can tell the customer, "We are a company, that has contributed to THE
CORE." They don't want to contribute "only" a core extension, they want to
improve the "real" core by new features.
That is a stopper. The interests of companies marketing to have contributed to
THE CORE and to have the acceptance garanteed before contribution is
inconsistent with the practice to intensivly test and improve extension before
counting it to the core. It could be a strategy here to better communicate that
the mysterical core is itself a list of extensions. I could even imagine a
concept to only deliver the installer and to load all other extensions based on
a list from TER.
