I think it was me who proposed this in the wiki.
The point is that it is sometimes anoying to see that every extension
brings it's own categories.

-global categories (per site) could be easyier for the customers and also
eaier for the developers since they don't hev to care that much about it
anymore
-problems I see are things like the tt_news categories which have several
properties that need still to be handled per extension I think
-to use the categories from DAM might be a good idea, but I haven't thought
about that yet
-the categories should still be limited per site and not super global for
an entire installation IMHO
