[TYPO3-ect] Regular IRC conferences failed

Hello people,

it's the second time now, that I find myself alone in the IRC chat, when
every project should be present at least with one represantative.

That situation is definitly not satisfying. The regular row of conferences
 is practically broken, so we should finish them also officially. We still
can have conferences, when we plan them before, but the regular approach
definitly failed for now.

So let us focus on the use of mailinglist again. It has the advantage to
work asynchronously and to be easily archived and searchable.
