[TYPO3-extension-coordination] Quickstart and testsite packages for TYPO3 4.0

Yeah I'm monitoring this list!

Moving Testsite and Quickstart into T3D files is a split to make future
packaging easier for me but also for the user because there will be less
choices (= less confusion).

To me this means that starting with TYPO3 4.0, the site packages can be
released independently of the TYPO3 releases. Additionally, I don't expect
that these files will change often (if they will change at all...).

But since this is the first time we're releasing these files, Testsite 1.0
and Quickstart 1.0 (both as T3D) should be released together or before
TYPO3 4.0.

Do you think this makes sense?
