For this we usually look at what is distributed by the most used 
OS/distributions. We've been sticking to PHP 5.3 with 6.x because some 
Linux distros had LTS versions which still shipped those version 
numbers. Seems that one LTS product will form the limiting factor for 
another LTS product ;-)

IE8 came with Windows Vista which is supported until 11-4-2017. If the 
next LTS is published around that date we could drop IE8 support too. 
I'm not sure which IE was shipped with Windows Server 2008, but the 
extended support for that ends 14-1-2020.

This largely depends on the features that are available in the DBMS we 
support. It would be a lot easier if we can use a different way to build 
queries ( = no raw queries) that would make life for a DBAL system 
(possibly Doctrine) a lot easier.
