[TYPO3-core] System and browser requirements

Hey Benni,

Thanks for writing this proposal. I'd go for IE10.

Let's face it, corporate users are mostly still using 4.5 and will
upgrade to 6.2 then wait for another LTS. IE10 requires Windows 7 which
is no problem for corporate users since they have (already?) upgraded
from Windows XP anyway.
