[TYPO3-core] After the LTS is before the LTS

If you wish to have a steady release cycle, use even numbers for LTS and make sure the LTS comes out every 2 years at the same time. This is what Ubuntu does.  @see wiki.ubuntu.com/LTS

6.x.x -LTS
7.x.x
8.x.x - LTS
9.x.x
10.x.x -LTS

Please keep the semantic versioning for software. It is more important that the time period is kept consistent between LTS releases, it helps enterprises to factor costs.
