[TYPO3-core] After the LTS is before the LTS

Hi,

replaying to myself. After some communication with Ernesto, Jigal, Anja 
and others I revoke my own proposal.

The versioning with yyyy.mm wil get to complicated for "end-users" and 
"decision-makers".

So sticking with the proposed one from the Blueprint seams the simplest way.

So for Release 7 it looks like:

TYPO3 CMS 7 EAR      | 7.0.0   - 7.y.z
TYPO3 CMS 7 LTS      | 7.y+1.0 - 7.y+1.z
TYPO3 CMS 8 EAR      | 8.0.0   - 8.y.z
TYPO3 CMS 8 LTS      | 8.y+1.0 - 8.y+1.z

To use y+1 as minor or 42 or something else can be decided if the goal 
of the plan is meat and the feeling was good with that plan.
