[TYPO3-core] After the LTS is before the LTS

That's too complicated.

We need an easy and understandable Versioning.

For me the following would be an option:

2014.03.4 (LTS)

2014 -> Year of the release
03 -> Month of the release
4 -> Patchlevel of the release
(LTS) -> if LTS append that to the Version string

If it is an LTS we can easily add LTS to the output.

Internally i would just use the YEAR.MONTH as API LEVEL ...
