[TYPO3-core] Voting for the new release cycles for TYPO3 CMS

Indeed, someone must have edited to votes. I checked again this morning 
and the majority of "Yes" was quite overwhelming. Furthermore I doubt 
that people like Olly or Christian have suddenly changed their mind.
