[TYPO3-core] How to run the functional tests locally?

Hi all,

I'm trying to run the functional tests of the Core locally (to try and 
review [1]), but I'm utterly failing.

Do I need any special setup beyond the having the "phpunit" extension 
installed?

What command do I need to issue to run the tests successfully?
