[TYPO3-core] Removing feature of compressing and merging external files

Hi,

there is a bugfix in Gerrit[1] which fixes an issue with external files 
not beeing correctly compressed when not merged.

I'm really asking myself why the feature of fetching external files was 
introduced in the first place and if it wouldn't be better to remove it 
rather than trying to fix it a fourth time[2][3][4].

Is there really a valid usecase for this usecase that has been 
introduced 2 years ago[5]?

We currently deal with the situation that TYPO3 got bloated (and slower) 
over time and start doing micro optimizations by removing not needed 
tenary operators. Maybe we should also start removing feature like this 
one that has no usecase (none that I'm aware of).
