I don't know the legal aspects and requirements, but I assume, the 
year(s) given in the copyright statement in the comment lines should 
reflect the current year, even if the file has not been changed "this 
year". So, I doubt that incrementing the year value, when someone 
touches a file is required/practical.

I wrote a simple bash script for doing a mass-update and I am happy to 
share it. Do we agree, that everything inside the "contrib" directory 
should be *excluded* from the update process?
