[TYPO3-core] Internal language-naming / Languages in BE

Hi,

I'm under the impression we briefly touched this topic quite a few
times. But it just came up on the german mailinglist again.

If somebody needs separate "languages" for things like "de_de" and
"de_ch", that's currently not "really" supported, right? Of course you
can create separate language-records, name them accordingly and use
their numeric IDs where needed.

But BE uses flags in several places and there would only be one DE-flag
unless you find a workaround to add your own flags. Also there is no
easy way for simply strings instead of flags.
