[TYPO3-core] Extdeveval patch

Hey, I didn't know that one. It's really nice. Indeed, I think further 
effort on extdeveval does not seem needed. However we should advertise 
"developer", for example by marking "extdeveval" as obsolete in the TER 
and pointing people to "developer".
