[TYPO3-core] TYPO3 releases compatibility with PHP, MySQL and Browsers

Browsers:
Actually even IE7 still works quite good and many hacks are included for 
IE7 still.

We keep IE8+ (IE7) für 6.2 LTS.
Since there is no extra work involved.

After release of 6.2 we should remove fallbacks+hacks explicitly for 
IE7+IE8 - let us talk about that after the release.
