[TYPO3-core] "Is Regression" flag in Core's issue tracker

Hi,

some months back I created the "Regression" Category on Core forge's
issue tracker, but today I found that to be suboptimal, because one
could then not categorize the issue further (rtehtmlarea, FAL).

So I decided to create a new field "Is Regression" (a boolean flag) that
can be set on issues of type "Bug".

The category "Regression" was removed, after adapting the relevant
issues that were already categorized with it.

Open Regressions can now be easily filtered adding the Filter "Is
Regression".

What's a regression?

A regression is a bug introduced by some change, breaking something that
worked fine in the past. Usually as a (bad) side effect of a bug fix.
The regressions we want to track and fix quickly are the ones contained
in a patch-level releases of our stable TYPO3 versions (especially
annoying if that release is a security release), because the options for
the users are either to rollback to the previous release, patch the
release manually if you know what's broken or wait for the next release
to come.

This is currently "hot topic" because as you might have noticed our
releases 6.0.9 and 6.1.4 contains some regressions. The plan is to
release a fixed version of these TYPO3 releases soon - we working hard
on the fixes!
