[TYPO3-core] PackageManager fatal error in the core after uninstalling extension

It's not needed anymore, just create an empty virtual host, put
typo3_src there as usual (symlink or whatever), create the two symlinks
to index.php and typo3 (not t3lib anymore) and go to your website,
you'll be redirected to the install tool and the rest is as usual. If
you don't grant write access to the root of your vhost, you'll be
instructed to manually create directories.
