That's the usecase, yes. I'd even go further and let TYPO3 request some
custom registration data from the OpenID server, e.g. a "typo3.admin"
flag. The OpenID server knows where the user is coming from, and can
then decide if he says "typo3.admin=1" or =0 based on the username and
TYPO3 system URL.

That way you can completely centralize your TYPO3 rights management
into your OpenID server.
