[TYPO3-core] TER upload in TYPO3 >= 6.0

I was just about to write the same ;-)

Actually its not an extension, but a standalone-PHP-script. However, beside some other tasks, it can upload extensions to the TER, too.

Dont hesitate to contact me, if you have any question about the t3xutils. Feedback appreciated!
