[TYPO3-core] Regression in 4.5.23

Hi everybody,

thank you for all of your investigations on this topic. As it has been
said already, the change for the TYPO3_4-5 branch as a backport could
not be considered as "no-brainer" since there have been conflicts that
needed to be resolved manually (which should have involved brain = not a
"no-brainer").

The backport to 4.5 and the follow-up change (that is still pending)
introduce a feature and changed behaviour in the guise of being a bugfix.

Since the situation in 4.5 was working before (maybe not optimal, but on
the other side not faulty), I opt for reverting the initial backport
completely in 4.5 without any substitute.
