[TYPO3-core] Translation 'en' missing

First thanks Michael for taking a look to the patch!

But i have some question about your review comment:

"I added 4.5 as a target release"
Since it was added in 4.6, why are you adding 4.5 as a target?

"this can still break certain things and needs proper testing"
In my opinion the current logic breaks several things... since it goes 
back to "normal" the "certain things" should also be attempt to fix 
rather than holding this change back.
beside i think the only thing it's breaking are configurations were done 
on top of that wrong logic. so the longer we wait, the more "wrong" 
configurations were done.


so +1 for LTS Version from me. I do not believe anymore just one big 
agency is using higher then 4.5. Otherwise the resonance to this would 
be much bigger. :(
