Well, there is already a reference manual, but it's pretty incomplete:

So while it's a work in progress, you can write stuff in the wiki. When 
some part is mature, you push it directly to Git:

http://git.typo3.org/Documentation/TYPO3/Reference/FileAbstractionLayer.git

Actually I would say the best way to go about this is to make an 
inventory of the missing information. The questions you collected are 
certainly a good basis for that. Then we can review the table of 
contents of the existing manual and start filling the gaps, pushing one 
chapter after another, rather than waiting for the whole work to be 
complete.

Sounds like a plan?
