[TYPO3-core] Abandoning changes in Gerrit

Hi all,

this is not a new rule, but a wish of mine:

it seems like every active contributor is able to abandon patches. I
don't think this was always possible in the past, however I'd like to
ask everyone to not use the function if the change is not owned by yourself.

If you ask the owner to do so but he does not react, then it's still ok
to do it on a later time...
