[TYPO3-core] Travis CI build messages on this list

Hi!

I configured Travis CI now to send meesages about builds to this list 
and to the #typo3-cms IRC channel. [1]

I've done this so that failing builds are discovered earlier and can be 
fixed.

In theory the configuration is done in a way that failing builds will 
always be notified but succeeded builds only when there was a fail 
before which has been fixed.

If you have questions about that, don't hesitate to ask them.
