[TYPO3-core] 6.2 beta3 tomorrow

I expect now more people with beta 3 to start testing with upgrades from 4.x .

So there's another patch that should be in:
https://review.typo3.org/25648 [TASK] Optimize Package State Migration

The ElementBrowser patches are all merged.
