[TYPO3-core] '=&' can be found all over the code basis

hi everybody,

i just wanted to fix some CGL violations and stumbled over some code i do
not unerstand - maybe this is obvious and a stupid question - anyway, can
somebody please expain me what this is about? thanks.

does '=&' mean soething special or should this be '= &$' in all these
cases?
