[TYPO3-core] Backporting bug #32480, Form.css cannot be disabled

I had a Skype chat with Oliver Hader about this ~2 months ago and he let 
me know that he would discuss this in a release team meeting.

I don't know about the outcome of this discussion, if it took place.
