[TYPO3-core] Get rid of @package and @subpackage annotations

+1 here as well.

And maybe also some @author-tags or so, at least for trivial cases (like
a 10-line unittest or so)? Recently stumbled across such ones. And no, I
didn't add me to those testcases when I added two lines in those
testcases :-)
